It Takes a Village

When a Town and Hospital joined forces to tackle community wellbeing together, they proved they were more than the sum of their parts


The Joint Master Planning Project

DIALOG has completed a joint master planning exercise for two clients: the Town of Petrolia and the Bluewater Health Charlotte Eleanor Englehart (CEE) Hospital. This project is unique. Instead of working in isolation, the Town and the Hospital– who share a community – realize the impact their respective planning would have on their common stakeholders. Both understood the potential of creating a plan that considers community wellbeing first, and determined that by working together they would have a greater positive impact on Petrolia and the surrounding region. This represents a progressive way of understanding health and wellbeing. The approach adopts a holistic view of health (that considers social, mental, and environmental factors for health/wellbeing), and has the potential to shift a reactive approach to health care delivery that focuses on treating illness, to a proactive approach that enables healthier lifestyles and improved conditions where people can flourish.

The Town Master Plan

DIALOG has prepared a Community Wellbeing Master Plan for the Town of Petrolia which provides a decision-making framework and initiatives for the Town to improve community wellbeing and help manage the demands placed on healthcare infrastructure. The planning team scope of work included extensive engagement of stakeholders to craft a vision and design principles; determining objectives; developing policy frameworks to guide built form, open space, and movement; and make recommendations for the successful implementation of the Plan.

The Hospital Master Plan

DIALOG has developed a Stage 1 Hospital Master Plan and Program to enable much needed capital improvements to Bluewater Health’s Charlotte Eleanor Englehart Hospital in Petrolia. Charlotte Eleanor Englehart Hospital (CEEH) serves all of Lambton County – a huge catchment, most of which is rural farm country. The hospital, dating from 1911, is an anchor point within the community. Bluewater Health (BWH), the organization operating CEEH, envisions the hospital as part of a larger Health Hub, servicing the community in a more holistic fashion. BWH hired DIALOG to complete their Visioning and Master Plan.
